Program Manager - Headquarters

The Program Manager is the key to strategy execution and serves to provide holistic, standardized management across Oxford’s range of projects, opportunities, and key accounts. The Program Manager will assist in the coordination, planning, management, and execution of projects in alignment with the strategic, business objectives as directed. In collaboration with the Project/Station Managers, the Program Manager will be responsible to apply the knowledge, means and methods necessary to meet contractual requirements and deliver according to the contract terms. Through definition and implementation of Project Management principles and processes, the Program Manager will guide the successful completion of Oxford’s portfolio of projects.

Responsibilities: 

  • Identify, strategize, and manage the execution of opportunities, key accounts, and special projects, such as long-term repair needs related to operations. 

  • Maintain effective communications with internal and external stakeholders, providing timely updates. 

  • Coordinate with appropriate parties to ensure quality control measures are met throughout the entire project lifecycle and work collaboratively with Planning and Design department to ensure design intent needs are met. 

  • Presents operational concepts to clients, obtains feedback and translates that feedback for the project team. Reviews client change requests and respond with schedule/cost impacts along with alternatives. 

  • Manages expectations with clients and departmental teams. 

  • Oversees and reports on all project status updates, milestones, and completion 

  • Meets regularly with the team to get frequent updates regarding issues/concerns that may need to be addressed to client or Oxford Management. 

  • Demonstrates a sense of urgency and decisiveness as appropriate. 

  • Responsible for a complete understanding of revenue, margin, and profit components to drive the success of all projects/business. 

  • Analyzes financial performance and plan corrective action to improve. 

  • Will create and maintain a project's budget and schedule, analyze progress report against the work schedule; and recommend actions to improve progress. 

  • Responsible to be the subject matter expert for all program activities related to project scheduling and will provide expertise in the development, implementation, and maintenance of an Integrated Master Schedule (IMS). 

  • Using your knowledge of clients’ business challenges, you will provide communications solutions and project management execution. 

  • Provide feedback to project team during internal creative reviews. 

  • Oversee vendor and contractor relations for the department, including the RFP process, contract execution, and to ensure vendors meet all contractual and insurance requirements. 

  • Manage submittal process, distribute Requests for Information, Requests for Proposal, and support change order process. 

  • Manage receipt and distribution of contractor Payment Applications 

  • Ensure all required close out documents are received and distributed to appropriate party. 

  • Work with Project Manager / Field Superintendent to provide support they need for a timely and complete close out procedure. 

  • Assume ownership for setting up all aspects of project details in MS software program: (i.e., contacts, contractors, contractor amounts, allowance amounts, contingency amounts.). 

 

Qualifications/Skills: 

  • Management Experience of 5+ more people 

  • Demonstrated team leadership; lead by example, consistent quality achievement 

  • Familiar with Program Management tools and software including MS Project 

  • Experience in managing design/construction projects with a client-facing role 

  • Strong organizational skills and attention to detail 

  • Effectively communicating and remaining professional at all times 

  • Sense of urgency and ability to meet deadlines under pressure and maintain a positive attitude 

  • Willingness to work extra hours when needed 

 

Education Requirements: 

  • Project Management Certification Highly Preferred 

  • Associate/Bachelor’s Degree Highly Preferred 

  • Highschool Diploma/GED Required 

 

This is a full-time salaried position. The candidate is guaranteed a 40-hour workweek but can expect to work longer hours at times. Candidates' rate will be based on experience and skill level.
